Anything installed before roughly 1980 has to be tested for asbestos before it is disturbed. This is not a formality: scraping asbestos-containing texture dry distributes it through the entire house, and no schedule is worth that.
Popcorn texture was often used to hide joint work that was never properly finished. Once it comes off, the ceiling underneath frequently needs full re-taping, and an honest quote allows for that possibility up front.
Wetting first is what makes it scrape cleanly and keeps the dust down. Dry scraping is faster for about ten minutes and considerably slower for the rest of the day.
